Applying the New Site Visit Protocol on HRSA’s Operational Site Visit:  A 3-Part Webinar Series for Health Centers
In August 2017, the Health Resources and Services Administration (HRSA) released the Health Center Program Compliance Manual. The Compliance Manual is HRSA’s definitive resource for health centers to understand and demonstrate compliance with the Health Center Program Requirements.  To help with this effort NACHC, presents a 3-part webinar series for health center leaders on this new protocol.
This webinar series will provide an overview of the new Site Visit Protocol.  Each webinar features a different OSV reviewer and is organized by program requirements into the following key domains: governance, finance, management and administration, and clinical.  Also provided, is an overview of the new performance analysis component of the OSV as well as insights and promising practices from leaders of health centers that have completed their OSV under the new protocol since January 2018.
Learning Objectives
Featuring the perspective of three operational site visit reviewers and health center leader(s) that have utilized the new protocol, this three-part webinar series will provide health centers with the following:
  • A practical overview of the Operational Site Visit and what the new Site Visit Protocol looks like when put into practice.
  • A deep-dive to how the new protocol assesses compliance with the program requirements in the following areas:
    1. Webinar 1: Overview of the Site Visit Protocol and Governance Program Requirements
    2. Webinar 2: Management and Administration Program Requirements; Fiscal Program Requirements
    3. Webinar 3: Clinical Program Requirements; Performance Analysis
  • Insights and promising practices from health center leaders that have utilized the new protocol.
 Audience
This webinar series is aimed at health center operational staff involved with preparing for the OSV. This includes compliance officers, practice/site administrators, CEOs, CFOs, COOs, CMOs, board members, and other staff involved with OSV preparation. FQHC look-alikes and organizations seeking FQHC look-alike status are also encouraged to attend.

Overview of the New Protocol and Deep-Dive into Governance Program Requirements
Description:  This webinar will begin with an overview presentation from NACHC staff on the Compliance Manual and the new Site Visit Protocol. The presenter will review BPHC’s guidance and resources on the new protocol and highlight the differences between the old protocol and new protocol.  This first webinar will feature a governance reviewer who will provide a deep-dive into the governance-related program requirements. The reviewer will highlight what to expect and how to prepare for the governance portion of the OSV. Lastly, the webinar will feature a leader at a health center who recently went through an OSV using the new protocol. This leader will discuss their experience and reveal key promising practices and lessons learned on the process overall and particularly in the area of governance.

Management & Administration
Description:  This webinar will explore how the new protocol assesses compliance with program requirements related to 1) management and administration and 2) fiscal compliance. Two different reviewers trained in the new protocol will provide participants with a deep dive on requirements related to the needs assessment, key management staff, collaborative relationships, accessible locations and hours of operations, sliding feed discount program, required and additional health services, conflict of interest, contracts and sub-awards, financial management and accounting systems, billing and collections, budget, program monitoring, and data reporting systems. Lastly, the webinar will feature a leader at a health center who recently went through an OSV using the new protocol. This leader will discuss their experience and reveal key promising practices and lessons learned in the area of finance, management, and administration.

Deep-Dive into Program Requirements Related to Clinical Compliance and an Overview of the Performance Analysis Component of the OSV
Description:  This webinar will explore how the new protocol assesses compliance with program requirements related to clinical compliance. A clinical reviewer trained in the new protocol will provide a deep dive on the following program requirements: clinical staffing, coverage for medical emergencies during and after hours, continuity of care and hospital admitting, quality improvement/assurance, required and additional Health Services, and Federal Tort Claims Act (FTCA) Deeming Requirements. The presenter will also discuss the performance analysis section of the OSV, including what happens during the root cause analysis of a health center’s performance of the UDS Diabetes Control measure. Lastly, the webinar will feature a leader at a health center who recently went through an OSV using the new protocol. This leader will discuss their experience and reveal key promising practices and lessons learned related to clinical compliance in addition to the performance analysis section of the OSV.
