- Behnke, Amy
Amy Behnke serves as Chief Executive Officer of the Health Center Association of Nebraska (HCAN), where she leads statewide strategy to advance community health centers and the communities they serve. In her role, Amy drives systemic change through policy, advocacy, workforce development, and the design and implementation of innovative programs that address operational growth, clinical outcomes, and the nonmedical drivers of health.
Prior to joining HCAN, Amy was a partner at Brashear LLP. She previously served as legal counsel to the Judiciary Committee of the Nebraska Legislature, chief lobbyist for Voices for Children in Nebraska, and as an attorney with Legal Aid of Nebraska. Her career reflects a sustained commitment to expanding access to care and strengthening systems that support underserved communities.
Amy holds numerous national and state leadership roles. She serves on the PCA Hub Board of Managers and the Board of Directors of the National Association of Community Health Centers (NACHC), where she also contributes to the Health Policy, Bylaws, and Legislative Committees, and the NACHC/Centene Health Center Leadership Council. In Nebraska, she serves on the Nebraska AHEC Program Statewide Advisory Board, the Great Plains IDeA-CTR Network Community Advisory Board, and builds cross-sector partnerships with organizations across the state on policy, training, and community education initiatives.
Amy earned her Juris Doctor from the University of Houston Law Center and holds a Bachelor of Arts in Political Science from Nebraska Wesleyan University.
