Community Health and Power Hub Playbook
Community health centers are the first and last responders during natural disasters and power outages. As more health centers strengthen their backup power capacity, they are also rethinking how to expand services during outages to better support their communities. Drawing on real-world experiences from Community Health Centers across the country, the National Association of Community Health Centers (NACHC) has developed a Community Health and Power Hub Playbook.
A Community Health & Power Hub (Hub) is a community-based organization, such as a health center, with access to uninterrupted power to provide a range of expanded and essential health and medical services during and after a crisis.

Introduction to Community Health and Power Hubs
Assess and Plan
- Review your Emergency Operations Plan (EOP) and think more broadly about what types of enhanced services you could provide if you have back-up power.
- Establish a back-up power plan with a generator, solar microgrid, or other power source.
- Develop a “Hub Plan” for your health center in collaboration with local partners.
Partner and Prepare
- Build complementary partnerships to deliver a range of emergency services when needed.
- Create policies and security plans for emergency events.
- Train staff and volunteers for response roles.
Communicate, Practice, and Continually Improve
- Get the word out that you’re here as a Community Health & Power Hub!
- Run exercises so staff and partners are ready to act when needed.
- Learn and continually improve along the way.
