The Candidates’ Forum provides an opportunity to learn more about the individuals running for election at the 2026 House of Delegates Annual Meeting. Each candidate has submitted a personal statement outlining their experience, leadership vision, and commitment to the health center movement. We encourage you to take a moment to read through each statement to make an informed decision in the upcoming election.
There are seven (7) candidates for the 2026 House of Delegates. Two positions each have two candidates – Vice-Speaker of the House and Health Center Board Member Rep – the other 3 positions each have one candidate.

This year, NACHC will elect three officers: Vice-Speaker of the House, Secretary, and Consumer/Board Member Representative, and two nationally-elected board representatives: one Clinician Representative and one Health Center Board Member Representative.

NACHC members are encouraged to meet and visit with all candidates prior to the election. Space will be designated near Registration for each candidate campaigning for NACHC office. Campaign signage and literature may not be posted or displayed anywhere in the Aria Resort Las Vegas, including lounge areas, registration area, exhibit hall, or any other conference venue. Hotel management strictly prohibits the affixing of signage to walls or structures within its building(s).

Dear Colleagues,
I am honored to once again seek your support as I run for re-election as Vice Speaker of the House. It has been a privilege to represent health centers and the communities we serve on the NACHC Board of Directors, and I welcome the opportunity to continue advocating for the issues that matter most to Community Health Centers nationwide.
Since 2006, I have served as President & CEO of TCA Health, Inc. NFP, a Federally Qualified Health Center located on the far South Side of Chicago. Under my leadership, TCA Health has expanded healthcare services for underserved populations and has extended its reach into Northwest Indiana, broadening our impact across multiple communities.
Over the past two years as Vice Speaker of the House, I have worked collaboratively with health center leaders from across the country to ensure that the voices of our members are heard, respected, and represented. During my tenure, I have remained committed to ensuring that health centers of all sizes and regions have a voice in shaping the future of our movement. Serving on the Executive Committee has provided me with valuable insight into the challenges and opportunities facing Community Health Centers and has strengthened my resolve to foster meaningful dialogue, increase member engagement, and advance policies that support our mission.
Throughout my career, I have remained dedicated to improving the well-being of patients and communities. As health centers continue to evolve, we have an unprecedented opportunity to lead innovative approaches that address chronic disease, improve nutrition, and advance whole-person care. At TCA Health, we are nearing completion of our Nutrition, Innovation, and Wellness Center, a transformative project that embraces the principles of Food is Medicine and recognizes that healthy food, nutrition education, and preventive services are critical components of preventing chronic disease and helping individuals lead healthier lives. I believe Community Health Centers are uniquely positioned to lead this work nationally and demonstrate how integrated, community-based solutions can improve both health and quality of life.
In addition to my executive responsibilities, I have served as Board Chair and board member for numerous nonprofit organizations, always guided by a commitment to service, collaboration, and community impact. I have long been an advocate for preserving and strengthening the Health Center Program and ensuring that Community Health Centers have the resources necessary to meet the growing needs of the communities they serve. As we celebrate more than 60 years of progress, we must continue working together to secure the future of our movement, support sustainable funding, and advance innovative approaches that allow Community Health Centers to thrive for generations to come.
By advancing innovative models of care, strengthening community partnerships, supporting our workforce, and promoting nutrition, prevention, and wellness, we can ensure that Community Health Centers remain the provider of choice, partner of choice, and employer of choice in communities across the nation.

Dear NACHC Colleagues:
Throughout my career in community health centers, public health, and military service, I have seen firsthand the importance of advocacy, collaborative leadership, and ensuring every community health center has a voice at the national level. Being “A Voice for All Community Health Centers” is a responsibility I take seriously. It is with that commitment that I respectfully announce my candidacy for Vice Speaker of the House for the National Association of Community Health Centers (NACHC).
For more than two decades, my career has been rooted in service, leadership, and expanding access to care for underserved communities. As Chief Executive Officer of Healthcare Network in Southwest Florida, I have worked alongside dedicated teams to expand innovative models of care, strengthen workforce development, and improve access for vulnerable populations.
Prior to this role, I served in leadership positions within federally qualified health centers in Central Florida and South Carolina, as well as in public health and military service. As a retired U.S. Army Officer, I value servant leadership, accountability, collaboration, and disciplined governance.
Through my service on the NACHC Board of Directors as Region IV Representative and on the Board of the Florida Association of Community Health Centers, I have had the privilege of working collaboratively with health center leaders across the country to strengthen advocacy, governance, and strategic partnerships that support the long-term success of community health centers. Most recently, I testified before Congress on behalf of NACHC regarding legislation impacting community health centers and public health.
If elected Vice Speaker, I will work to promote strong governance, collaboration, and a unified national voice while supporting policies and partnerships that strengthen community health centers and expand access to care nationwide.

Secretary: Craig Glover, Ed.D.

I am seeking the office of Secretary because I deeply believe in the mission of the Community Health Center Movement and in the vital role NACHC plays in advancing it nationally.
My connection to this movement is both personal and professional. Growing up in a low-income household, I received care through a community health center (CHC). Years later, as a healthcare executive, I helped lead the organization that acquired that same center. That full-circle experience reinforced my belief that CHCs are more than healthcare providers; they are engines of opportunity, access, and hope.
For more than 22 years, I have been actively involved in the CHC movement, including over 14 years as a health center CEO. Today, I serve as President and CEO of FamilyCare Health Centers (WV), a multi-site federally qualified health center serving more than 45,000 patients across urban, rural, and underserved communities. This experience has provided firsthand insight into the operational, financial, workforce, and policy challenges facing health centers nationwide.
My service to the movement extends beyond my organization. I have served as Chair of the West Virginia Primary Care Association and the Community Health Center Association of Connecticut, as Chair of NACHC’s Bylaws Committee, Co-Chair of the Health Center Excellence and Training Committee, and a member of numerous national committees and advisory groups, including the U.S. HHS Advisory Committee on Rural Health and Social Services. Furthermore, I have worked closely with consumers, clinicians, and community partners to advance collaborative solutions and strengthen organizational accountability.
I am running for Secretary to help strengthen NACHC’s governance, foster meaningful member engagement, and support a strong, unified future for the CHC Movement. I would be honored to serve an organization that has shaped my life and career and to help ensure CHCs continue to thrive for generations to come.

Consumer/Board Member Representative: Virginia ‘Ginger’ Fuata

Aloha Mai Kākou (Greetings to us all),
With gratitude, I seek your continued support as I stand for re-election as your Consumer/Board Member Representative on the NACHC Executive Committee.
Born and raised on Oʻahu’s Leeward Coast, my life’s work has been guided by mālama—caring for our ʻohana, ʻāina, and kaiāulu. From managing my own wholesale business to serving for a decade as an AAFES auditor, my experiences have strengthened my commitment to service, leadership, and accountability.
It is this sense of kuleana that drives my work. My time with Liliʻuokalani Trust reinforced the importance of investing in children and families, a commitment I continue through my service as a board member of the Waianae Coast Comprehensive Health Center. Since 2006, I have been a proud advocate for community health centers, and since 2015, I have had the privilege of serving on the NACHC Board.
Throughout my tenure, I have embraced the wisdom of the Hawaiian proverb, ʻAʻohe hana nui ke alu ʻia—no task is too big when done together. My approach of “Listen, Plan, Do” reflects my belief that meaningful progress begins by listening. The voices of our communities must remain at the center of every decision we make, and it is our responsibility to ensure their voices are heard and reflected in healthcare policy.
I firmly believe healthcare is a fundamental human right. Every person deserves access to quality, affordable, and culturally responsive care.
I have a record of advocacy and grassroots organizing, including helping address community needs. My service on the GAO Tribal and Indigenous Advisory Council has strengthened my ability to bridge gaps in accessibility and ensure underserved populations have a voice in shaping solutions.
I remain committed to advancing health equity, expanding access, and strengthening the health center mission.

Ours is a beautiful movement. We are the core and backbone of our nation’s healthcare system. We are led by our patients, and we provide excellence in healthcare for everyone—not just for some. We are the country’s leading edge in primary care, delivering it more efficiently than anyone else while remaining steadfast in our central values of quality, compassion, respect, dignity, and access for all.
As usual, and as it has been since community health centers were born, our patients and the communities we serve are struggling. They face enormous challenges, as do we in CHCs, PCAs, and HCCNs. But our movement was born in struggle, and we are no stranger to this. We have enormous strength, our vision is clear, and NACHC continues to stand, as it always has, at the center of our movement.
We have important work to do now. As NACHC, we must be innovative and decisive, clear of purpose, steadfast in our mission, and deeply connected to the communities we serve.
I have served on the NACHC Board since 2014, chaired the Committee on Service Integration for Behavioral Health and HIV, been Vice-Chair of the Clinical Practice Committee, and now serve as Vice-Chair of the Vital Conditions Committee.
As a practicing Family Physician and Senior Advisor for Sun River Health in New York, I have been a long-time leader in systems change and quality improvement. I hear clearly, and am guided by, the voices of the people we serve.
At a time of generational shift and growth in our movement, I bring to this Board a vision for our future and a strong, dedicated link to our mission. I would be honored to continue serving on this Board.

Health Center Board Member Representative: Deborah Woolford

Greetings to my fellow servants and warriors in the NACHC movement.
My name is Ms. Deborah E. Woolford, LMSW, Board Chair of Park West Health System, Inc. in Baltimore, Maryland. I have been a member of the National Association of Community Health Centers since 2007 and joined the ranks of Lifetime Membership in 2021.
I have served on the following committees:
- Consumer / Board Member Committee
- Committee on Service Integration for Behavioral Health and HIV
- Chair, Subcommittee on Health Care for the Homeless
I am seeking to be re-elected as your Health Center Board Member Representative to the NACHC Board. Since joining the NACHC movement, I have used my passion and skills to keep the legacy of our founders alive. I am known as a coalition builder, team player, problem solver, and a tenacious voice for our patients to ensure they have access to outstanding, affordable health care regardless of their ability to pay.
As your re-elected Health Center Board Member Representative, I will continue to seek opportunities for board members to increase our visibility at the national, state, and local levels within the healthcare movement. I will work to establish and participate in partnerships—including with schools, food supply centers, housing agencies, and economic development corporations—that extend health centers’ ability to improve the quality of life for the people we serve. These partnerships play a major role in improving the health conditions of our constituents.
I am Board Governance Certified and a graduate of the Advocacy Leadership Program.
There is nothing more important than health, which is our principal capital asset. Quality and affordable healthcare is a human right.

Health Center Board Member Representative: Wes Sternenberg

My interest in consumer health is rooted in a concern for affordable, quality healthcare for all Americans. As a consumer, I believe in good health, nutritious food, exercise, and regular doctor visits. Healthcare is a necessity that impacts everyone, regardless of geographic location or worldview.
Currently, I am NACHC Certified in Health Center Governance. I have attended the Policy & Issues Forum since 2017 and joined NACHC in 2019. At the national level, I serve on the Consumer, Legislative, and Membership Committees. Locally, I serve on the Patient Experience, Nominating, and Compliance Committees for The Wellness Plan Medical Centers.
I bring 31 years of teaching experience as a retired Detroit Public Schools educator. I also serve as Election Chairman for Precinct 150 in Detroit, have been a Certified Consultant for more than 40 years, and have experience fostering peace in emergency situations.
The medical staff at The Wellness Plan have taken diligent care of me. My doctors are available for in-person visits, emails, and telephone calls. Prescriptions are readily available, and forms are completed promptly.
As I travel across America, I see healthcare in action. Millions of Americans rely on community health centers for essential services. As a Health Center Board Member, we oversee the monthly activities of our center, including staff, finances, daily operations, and departmental performance through regular review of reports.
I am one of the last recipients of the Certificate in Health Center Governance. Attending NACHC Governance classes has been the highlight of my involvement, reflecting my lifelong commitment to education and continuous learning.
If I am honored to serve as the NACHC Consumer Board Representative on the NACHC Board of Directors, I will do my best to advocate for the rights of our consumers.
