Health centers must continuously comply with all HRSA program requirements as outlined in the Health Center Program Compliance Manual. HRSA assesses compliance once during every project period by conducting an Operational Site Visit (OSV). HRSA utilizes the Health Center Program Site Visit Protocol during the OSV to ensure Health Centers are in compliance with all program requirements.

Day 1: Overview of HRSA’s Compliance Program + Governance/Administrative Program Requirements
This session will walk through the OSV pre-planning process, highlight key HRSA resources, and provide an overview of common pain points. This session will provide an in-depth review of HRSA’s program requirements on needs assessment, accessible locations/hours of operations, key management staff, conflict of interest, collaborative relationships, board authority and board composition.

Day 2: Overview of Fiscal Program Requirements
This session provides an in-depth review of HRSA’s program requirements related sliding fee discount program, contracts and subawards, financial management and accounting systems, billing and collections, budget, program monitoring and data reporting systems.

Day 3: Overview of Clinical Program Requirements + Best Practices for Continuous Compliance
This session provides an in-depth review of HRSA’s program requirements on clinical staffing, required and additional health services, coverage for medical emergencies during and after hours, continuity of care and hospital admitting, and quality improvement/assurance.
